According to Japanese law The Electric Field Intensity should be
under 500 U V/m within 3 metres of the transmitter or under 200 U V/m
within 500 metres.
I have no idea what that means. But part of the learning curve.
Check out freeradio.org. They have lots of kits or pre-assembled
transmitters, along with lots of technical and legal info (for US, but
I'm sure they would appreciate any input on international regs for their
documents).

I'd still suggest contacting freeradio. They have been in the business
for a while and may be able to either provide an out of the box solution
based on your specs or suggest somewhere that could provide such a solution.
