It's time to consider some improvement to the lives of web developers.

This document is a draft of a few incremental steps we should take to
improve the we manage and edit our templates. The first step, in my view,
would be to add a new code editor (see ticket
http://code.campware.org/projects/campsite/ticket/2805), and then move
forward from there.

All opinions, especially from seasoned users of this part of our admin UI,
are welcome. If you don't have access to the wiki, please ask for it.
