    I just checked in a patch to fix the bug:

    "Changing a user type does not change permissions for all users of that
    user type"

    It requires a database change, and an update script to be run, so be
    sure to upgrade your database with the changes made to table.sql. The
    upgrade script is called "init_user_types.php".
