[campsite-dev] Notice: Anonymous can no longer modify tickets

    I removed the ability for anonymous users to modify tickets because of
    the spam we've been getting. Anonymous users can still create new
    tickets. Trac 0.9 is supposed to be out in about a week, so if we dont
    like this solution, that would be the time for us to make changes to
    Trac for a better solution.
