    I just got the Zend IDE 4.0 and it has PHPDocumentor functionality built
    in to it, so I ran it against our code. Here is a preview of the results:

    http://cs-dev.campware.org/APIDocs/

    The official API docs wont be released until 2.4.

    Cool. Now the only missing part is the info where are libraries to link.
