I upgraded several campsites on SNOW project from 2.1.4 to 2.1.6b3 and since
than it is unable to upload templates.

me to solve the problem, but I compared settings and they seem to be the
same.

I was trying to find the problem and all I have is following:
If I upload new file - file exist message and nothing is uploaded
If I create file through admin interface and upload it, I get message about
overwriting and file is deleted
If I try to upload template without specifying the file, I get following
error:
Warning: unlink() failed (Is a directory) in
/var/www/campsites/sutel/html/priv/templates/lib_upload.php on line 78
Instead the "you did not enter file" message.
It leeds me to some "globals" problem, but in my php.ini I have them
enabled.
There is no error message in apache log files.

Ondro,

Try checking rights in the /tmp directory, i.e. if apache user has the
right to write there. and then check if the apache user has the right to
write in the /look directory.

/tmp has rights for all. Besides, 2.1.4 and 2.1.5 on the same system works.
