    A solution:

    Create an article and attach the file to it. Article does not need to
    be published so it won't show up in your website. Once you attach the
    file it must appear in the "Files" box on the right column of the
    Article Edit screen. Right click on the download icon and see the
    properties to copy the link. That's your hard link, use it to make
    the file available.

    Links should look some like this:
    http://your.site/attachment/000000006.pdf?g_download=1
