settings - bug?

    i've noticed the are 2 places where are kept settings:

    = in database
    = in a root file

    you change the settings from admin interface, but they are changed in db not also in the system_preferences.php

    as long as you change only in admin interface it's not working...still old data.. from system_preferences.php
