privacy settings

    hey,
    i defined in privacy settings "Only admin can create " because i don't want every one to create account .
    i want to register them when they ask me on email.
    but when i define that  "create a new book" button is missing for every one (the administrator still see
    "create a new book" button)
    what can i do that      Everyone will have a button
    "create a new book" but everyone cant register ?

    i found the solution to   Leave the checkbox  "Anyone can register"  unchecked 
    it was checked and i did not see it
