Yes, you are right, localhost should be replaced.Not quite sure your second question. But you should purge the database if you want to fully re-install.

Dynamic blocks

Airtime 2.4.0 Released
Currently, 2.4 has pypo problem:http://dev.sourcefabric.org/browse/CC-5278Some of the scheduled contents won't be played.Workaround is to restart airtime-playout engine. We are working on a fix for this problem.

Change airtime public directory
Just update the document root in /etc/apache2/site-available/airtime, and copy or soft-link contents under /usr/share/airtime to /var/www/, then reload apache2.

That's because something in /usr/share/airtime/application/controllers/PreferenceController.php is hard-coded, please take a look at lines around 238 in that file, only 3 output streams items are allowed there.
