Also with 3.2.3 still an issue with language encoding (especially in
article titles) and can't find any postings about it anymore.

Use trac instead of code in the server name. Remove 'project' from the URI.

Installer displays warnings related to session initialization
Tiny media plugin is not localized

By the way, should the line...
/bin/campsite-backup [--silent] [--default_dir]
alone work in ssh connection to the server for backing up things?
I got stucked in that because it says "unknown command" in my Terminal
prompt and could not go ahead fixing the encoding.

You'll have to reinput the text containing invalid characters. Depending on
when you inputted the text, some of it may have already been encoded to UTF8
and but reencoding the database this text was broken. There is no choice but
to reinput the broken text.

Tried that too.
I made a completely new language issue (French) in order to test if
that would work.
The full_text part is fine in both admin and front. Title is fine in
admin but in the front side it is like this:
"...améliore sa gamme de générateurs marins pour installation rapide"
Very strange. Nobody has similar issues?

I was wondering if the template link is somehow wrong.
Any manual link where it says what it should be written in the
template in order to get the attachment visible?
I find only this related: http://code.campware.org/manuals/campsite/3.2/index.php?id=140
Maybe something has changed in previous versions? It worked with the
3.1.2 still. (or maybe some mistake happen when we were correcting the
templates otherwise)

would anybody be able to take an example attachment link code line
from some template that has been tested to work?
Then we could test here with that because we are not getting rid off
this initiliazation error here.

Restart apache and check if you still get this error.

No, I haven't edited anything.
It was already like you suggested.
Now I realised that there is also a htaccess file without the dot and
that has line
Options -Indexes FollowSymLinks -MultiViews
(the file with dot (.htaccess) has already like you suggested)
Should I edit this file htaccess without dot?

Please edit .htaccess and try this time with this line:
Options -Indexes FollowSymLinks -MultiViews
Unfortunately the rewrite module suffered some changes and in some versions
it works well having MultiViews on; in other versions MultiViews has to be
off.

initiliazation error went away now but still the attachment link won't
work.
It give mydomain.fi/attachment/000000002.doc
and then
"Not Found
The requested URL /+attachment.php was not found on this server."
I tried also to create a new article and put a new attachment but no
success with this.
I believe the template link for the attachment is somehow wrong. I
could test some changes on that if anybody has a working linking.
