Hi, Newscoop is no longer being supported, so you might want to search for/consult the Newscoop Cookbook which deals with most things.

The particular error you mention is also addressed in this thread: https://forum.sourcefabric.org/discussion/18160/various-issues-preventing-deployment-of-newscoop/p1, although many of the errors he experienced were due either to using an old version of Newscoop or too recent an operating system as Newscoop won't work with Ubantu 16 or Debian 9, etc.

If you set up Ubantu 14.04 and all the dependencies listed in the installation section of the Cookbook on your VPS/server, wget and unzip the final (4.4) release from https://github.com/sourcefabric/Newscoop/releases/download/4.4.7/newscoop-4.4.7-2016.02.08.zip, change ownership permissions to www-data (i.e. chown -R www-data:www-data /var/www/html/newscoop), and then access the installer page, an installation should work - I recently did a fresh install without any issues.
