"{{ url static_file" is adding "public" to all static files urls

"{{ url static_file" is adding "public" to all static files urls
like instead of having
http://mysite.com/themes/publication_2/theme_1/_css/main.css
i am having
i got http://mysite.com/public/themes/publication_2/theme_1/_css/main.css
this issue appeared temporarily, i was using template caching, after clearing the cache folder , and removing the template caching this issue was fixed, while everything was working find for a while .
anyone ever faced this issue?
