if you are using the {{ list_articles ... order="by..." }} sentence in
sections, you can do the same in homepage and actually everywhere you
need listing articles. is that what you mean?

On the frontpage an editor might need to have a story from the News section, Opinion section, and Sports section. He might want to have Story 1 from News first, Story 3 from Sports second, Story 2 from News third, etc.
It actually can be done with a workaround through Topics. You assign
topics, Top Story Front Page, Second Story Front Page ...
As I said it's a workaround, you need to then keep track where those
stories are in sections and assign topics there. And yes, we should have a
better solution.
Just thinking aloud, even without reworking the way article ordering works
(which would be a proper solution), with some changes to the admin
interface, perhaps we could make it more manageable (e.g. have article
search by topic in the admin interface and then allow direct management of
topics from the search result lists.
