yes, no change, the file has the right local, only airtime wont see it

On Ubuntu, I believe that running "sudo dpkg-reconfigure locales" should not bring up an interface. A user interface should only pop-up for Debian. Please verify the OS by using "lsb_release -a" in the terminal.

If you still see Ubuntu as the result of that command (please let us know if this is the case!), you can manually update /etc/default/locale to have the following contents:

# File generated by update-locale
LANG=en_US.UTF-8
LANGUAGE="en_US:en"

Then install should work.
