you mean "automatically"? if so, I think there isn't any way to do it.
when a user create a new article he/she is given the option to select where it goes. if the user don't do it, then the article is created but not attached to the content structure (publication, issue, section), and the only way to access those unassigned articles is through the Content -> Search option, filtering by Status -> New.
but you will still get the list of those articles mixed _together_ with any other "new" article attached to the content structure.
I can't say exactly how TOL did their archives page (I didn't work on that), but I did want to point you to the Newscoop Cookbook and its chapter on making archives, which has lots of good code examples and tips:
