User permissions - localizer

    I'm trying to allow someone with very restricted rights to access the localizer. I have checked the 'User may manage localizer' box in permissions but the localizer does not appear in Configure.

    I tried clicking 'User can manage languages' and the Langauges option appears so something is working, but it seems localizer may need more than one switch in order to be activated - am I right? without trial and error going through and adding every switch to see which it is, I'm lost (an i don't have the time for that sadly). Any ideas?

    I recommend to check "User may add languages and manage language information" and "User may manage localizer". It should be enough
