you can use nay opcode cacher like apc, xcache but do not use it for db queries caching.

if you meant that you have enabled apc as "Database Cache Engine" in System Preferences then I don't recommend using it. As you can see it's enough buggy.

just standard recommendations for LAMP stack. At least any opcode cacher (APC, xCache) should be installed

charset utf-8 not available in .conf files
It isn't newscoop related issue. If you are using remote console to view/edit conf files you need to set terminal character encoding to utf-8. Also make sure that server locale has generated utf-8 french version (locale -a).
